The reason dwarf is at the bottom has to do with your low stats at 120. Extra crit damage isn't valuable if you have a low crit chance to begin with. In later tiers, I expect dwarf will end up on top again.

I agree mastery isn't scaling as well as it probably was intended to for arcane mages (don't forget they even buffed its efficacy for arcane mages in emerald nightmare, and somehow it still ended up at the bottom).
