There's currently a bug with the Enhanced Frostbolt perk, where casting a frostbolt as the perk cooldown comes up results in the perk being consumed without the next frostbolt benefiting.

I.e. cast frostbolt (1.9s) 》Enhanced Frostbolt perk cooldown finished 》cast finished 》cast frostbolt (1.9s)
