It looks like your main problems are with executing the right sequence of actions during Combustion, using your Rune of Power and Meteor spells incorrectly in some cases, and general downtime issues. For most builds, it makes no difference on average (see https://www.raidbots.com/simbot/report/ ... hWZAz7aDbJ). This is mainly because Frostbolt also has a chance to generate procs.

With multiple Glacial Assault traits, Flurry could come out slightly ahead.
