just go and sim yourself with and without 2pc t19. In my case, I am still using 890 Gul'dan pants (931 ilvl average) because even with low ilvl pieces the 2p t19 is too strong. (i'm arcane)

Well, right now i'm using an 850 ring (http://www.wowhead.com/item=141580/vast ... sized-ring" target="_blank) because it have 1800 crit instead of another 880/895 rings with other stats (and more "stamina")

Also, intellect should come back to the rings and necks.
