You can run a haste/mastery reforge plot if you're just interested in those two options and see if there's any funny business going on. High levels of haste does behave 'strangely' - for me, it's dropped to second last place among the secondary stats, just ahead of versatility.

You have to move to get into the banishes, and to break chains, but outside of that everyone should basically stand still. One cool aspect of the Artifact system is that they can always patch in new art (I would love swirling arcane globes, even just like the Diablo 3 Wizard!) in future patches and tie them to achievements or something to do. Never-ending content carrot!

I think it would be silly to pick your race based on a few hundred dps difference. Pick what you want! Blizz has shown that they want races to be balanced, I'm sure any future discrepancies between racials for PvE will be quickly corrected.

With Tome you should actually dump all your AMs prior to dropping Crystal/popping AP. Then you only need to AM if you're in danger of munching.

Yes, this uses the current BIS list. It could be worth some time figuring out if we can come up with a better gear/spec combo than the current UM_ROP_PC/Haste, but it's a little difficult due to the pet delay behaviour which isn't being modeled in SimulationCraft.
