For the frost mage artificact, does it matter which set of steps it is? There are the narrow winding steps as well as the larger ones.

I have a weak aura that appears similar but my trigger is different. Trigger type is Status, Status is Cast, Specific unit is Water Elemental and spell name is Water jet and Cast type is Channel. Hopefully that helps.

I just got the ring today and I had this same question. Looked all over and I couldn't find an answer. My gut reaction is to go with your first scenario and just use FO on cd and hold PC to line it up with the ring.

Just curious if anyone else is having their water elemental affected after coming out of the death zone from Visions of Death.
