This tier Fire is... weird, to say the least, at least in my view. It's set bonus is more single target oriented (phoenix hits only priority target and gives no ignite to spread), while Archi trinket is purely for AoE (even on 3 targets Flamestrike is pretty weak, and on ST it's completely useless)....
