The 730 boots from Zakuun came out ever so slightly ahead of the BoE ones last time I simmed them myself - which was a while ago but basically they should be about the same. They would definitely be better than the crafted boots.

2100 is not a set breakpoint, its just a very basic approximation. Depending on your other gear/stats you'll want more or less. You should sim yourself to see where you're at.

The 2100 # is rating from gear, not counting buffs.

I agree with Chiv, I wouldn't use it as Arcane. I did use it for Frost when I tried that during both Manny and Arch progression, though that was before upgrades, I'm not sure how it stacks up now.
