If you read the ability thoroughly you could answer it yourself. Yes it is castable while casting and unaffected by the global cooldown.

You can't swap once the timer starts.

That's not true,I used to swap my trinkets on my first few Mythic+,but now my Trinkets are high enough that I don't anymore. You can't swap talents inside the instance though.

Yes you use Dragon's Breath on cooldown where it fits in your rotation,just like Cinderstorm.

With gems being nerfed quite hard,uncommon ones giving +100 to a stat and rare gems giving +150,sockets need reevalution. No patchnotes as of right now,just caught this up from reddit.
