im getting simmilar with no lead in mastery at all - I'm wondering if this might change once I get set bonuses going on. I feel like I'd have to learn about simcraft to know how it scales stat values to understand a little better how and why it comes up with the numbers it does.

I think it's intended to be 15 seconds, but it feels a little more like 14.

I would suggest getting Exorsus Raid Tools (text notification for rings included), or building some form of weak aura with an audio and visual notification as to when the ring has been used, that also tracks it's cooldown so you can better prepare for when to use all CD's.

I tend to use both.

I can't see the risk of pre-pulling and taking a boss out of position for.. (most im hitting on a target dummy for arguments sake) a possible crit a little north of 20k feels like the gain's don't equal the risk.
