Do you have a simc profile for your rotation? I'm using the standard simc profile and I don't think the stat weights are accurate for this playstyle; haste is valued highest while mastery (sitting at 33% mastery/26% haste) is by far the lowest.

I'm having trouble keeping up Icy Veins. At best, I can maintain it to half cooldown. I'm sitting at 28% Crit and 29% Haste. Am I likely doing something wrong or is it typical to extend IV to only that far?

I doubt that your 840 Boots is better than Norgannon's. From what I've seen of my stat weights and from other people, Crit is not miles ahead of every else, though it is still better than Int in most cases. You still stack Crit and ignore everything else. Haste value may have increased but it's not any significantly better than Int or Vers (and Mastery is still better anyways at 2+ targets). Stack crit and treat all else as equal.
