Is Shard still one of the bis legendary if you don't cast it on pull (meaning 2 instead of 3 BL) ?

I'm not sure if I agree with you Komma. If I choose to cast an Arcane Barrage during CDs, the full damage of the ABar will be buffed. If I choose to refresh Nether Tempest 5s before the ends of my CDs only 5s will (~40% of NT damge) receive the damage buffs.
