None of the races really interact in any meaningful way with 8.3 changes. You could trivially sim your own comparisons using a mixture of the copy and race options however. Skim the wiki if you need more info.

GP definitely puts out more pressure than a regular rotation in actual pvp regardless of raw throughput so it's the way to go. But is likely lower damage for warmode PvE in most cases.

Give the raid events section of the wiki a read. It's decently detailed/has examples so you should be able to follow along but if you have issues I am sure you can find more help here or on the mage discord.

It does not put you in combat but it also does not remove the aggro radius of the mob. If you walk past a sheep you can still aggro the mob which will then chase you once free.

You're running oom (and yes it can happen in-game as well if you have high enough activity/no movement). If you want run with infinite_mana=1 to get a 'real' weight for haste just keep it in the back of your mind if you run oom.

Your best bet is to check your own toon in SimC (food=lemon_herb_filet and food=lavish_suramar_feast) but for the vast majority entering M ToS next week it will be the best.
