You want to take into account how many mobs. If its 2 or more and you don't have procs and orb is on CD its probably worth to hard cast blizzard to lower orb CD. Given the priority you listed, I am assuming if you have a flurry proc and ebonbolt and GS are ready..you shatter ebonbolt first knowing you'll get another flurry to shatter GS.

Frost and fire are the best progression specs. I would go frost from a numbers standpoint. Fire should be good on the two heavy cleave fights in ToS.

Make two gear sets, one for St and one for Trash Aoe. I run multiple sets w/ different trinkets etc because I grind hard and high in m+. Start w/ belt set equipped - keybind set right before boss to ST set and then back to Aoe as soon as the boss dies.

Go frost and destroy them both without leggo's and less AP points. I swapped frost w/ just hero ring and sephuz about 4 weeks ago after being fire the entire expansion. I pulled 900k on mythic krosus the other day still without bracers/gloves frost legendary.

That seems about right. I recommend checking http://www.warcraftlogs.com and looking up what the top 100 mages for your spec parse high w/ the most consistently.
