I have 3 PF icons on my screen that glow when available and also they have 3 PF icons to track cooldown+timer (over the same icon). However when they go on CD the CD timers are all shared/the same :S How do I give the PFs their own...

Read what you wrote. They are different. The fact they are different by 1% does not make them not different. You should probably read what I wrote then go look up the term significant difference and perhaps also look at testing the difference between means or an anova, that will put it into context...
