Is that counting using Sephuz on cooldown with some frost nova on adds or what, because I guess without its effect it is one of the worst?

There is no proc from Sephuz, if Sephuz was being proc'd it would be the top legendary combo on every profile which doesn't paint a realistic picture.

It's good because the profile has 3x best traits and also another reason it is good because the profile is allowed to keep T20 2pc with two rings. Note how the top profiles are all non-tier legendary profiles.

Yes, everything is using the default profile unless otherwise stated (Only legendary combos and talent combos changed slightly). To answer your questions: yes it is using the new tier.

Just baseline no proc. If you were to add sephuz proc to these every sephuz profile would be top.

Anything that does not have a tier legendary (Vashj Gloves, Ice Time Shoulder etc) will have t19 2pc.
