It won't go directly to your character sheet. It's the actual buff that the 2pc enhances. Don't get too excited about it, it's more of a quality of life thing. Good, but nothing to get excited about.

There is no magic number. Yes you want as much crit as you can get, but that shouldn't always come at the cost of ilvl.
