There is a known issue with Simcraft devaluing crit early because of how it generates stat weights (so it is still your best stat up until 13334 crit rating aka 33.34%). Ice Time used to proc sephuz even when it did not freeze the target. As in, Ice Time procced sephuz on bosses who are immune to freeze effects. If Ice Time freezes targets with the frost nova it releases, it should still proc sephuz.

Most likely Clarity of Thought will be the strongest trait in 7.2.5 for all builds. Followed by Let it go for TV builds and by Frostbolt Dmg for GS builds.
