You should never be hard casting flurry, the minor gain you get from the trait isn't worth hard casting flurry.

Im pushing towards crit. Right now my personal sim is Int > Crit > Haste ~ Vers > Mastery . So i'm just equipping as much as i can with Crit/haste.
