That trinket is okay but nothing special, sure it can give you some crazy stuff like that but it's proc rate is horrid. It can get you some silly stuff like that I suppose but nothing worth investing time for.

How is Terror simming so high? Does it have an insane proc rate?

The proc rate on it is actually not the greatest however, it does hit for a ton and the other trinkets being terrible is what makes it great.

Still rng on it's proc but over a full fight the RNG isin't half bad.
