Its not a bug, you can upgrade your legendary items with wakening essences. This is certainly not the correct forum for that.

Your problem is connected with every spell that has cooldown reduced by haste. That is Fire Blast, Living Bomb etc. It is a bug, and other classes suffer from it too. The stats are not quite perfect for Arcane, but additional 5% mana makes your burn phase longer. Since Evocation restores a percentage of your maximum mana on tick, it also accounts for the 5% you get from you neck. Makes sense, but you will probably do better with a necklace that has proper stats.

Thank you Lahrast for this comparison, it is very informative. As I said eariel, changes are obviously a nerf to the current state, but additional Intellect and stats from higher ilvl gear might scale very well for us. Of course there's a drastic change to the gameplay itself. Lack of mobility hurts...

This still leaves us in the situation where we will need to spec into Flame Patch, and cast Flamestrike every 8 seconds for best Single Target results. It's pretty dumb imo.

That looks like some nice work, but as frost depressing. Since our legendary has close to 1000 mastery on it, pretty tough to get the stat values you list. It doesn't really matter if you do lower DPS on PTR right now. Now when we got our Crit back, it looks very good, my fellow mages. Pretty much all important spells got buffed during this PTR. Even though they nerfed combustion along with some of our utility, buffed spells will scale a lot with Intel...
