Personally, it depends if I have Ebonbolt available or not.
If it's available and i'm at 3 icycles, i go for Frostbolt > Flurry > IL which gives me 5 icycles and then I go Ebonbolt > GS > Flurry > IL.
If it's not and i'm at 3 icycles, I just hold the proc for the GS inc.

I guess arcane will beat frost on specific instances and/or affixes, starting with tyrannical...
And don't forget to pick resonance, reverberate and arcane orb aswell, I've seen many arcane mages with single target talents.

For the leg and what you do (MM +4 5 6), you should go for DD for sure.
And for AMR vs SimC, +1 to take much time and learn hox to use SimC. I was using AMR first cause it seems easier but you can do much more things with SimC and it's not even really hard (worth a try first).
