Simmed something like this a while ago for my toon, everything you listed was a dps loss against 3+ targets compared to regular "barrage at max stacks every time". And against 2 targets AE spam with missiles was an optimal choice.

Disclaimer: i do not know if its indeed an optimal rotation (in particular: using abarr even during AP), BUT its definitely better than stock APL.

As i mentioned in a nearby thread, please re-sim your mantle+kilt setup with edited APL, currently simcraft is not using Abarr on 4 AC stacks against 3 or 4 targets.

It all depends how you play the run. Kilt + Sephuz is bis for trash mobs, mantle + kilt is only better if you are hitting 5 tagets. Above and below that kilt + sephuz outscales mantle + kilt. T20 2 piece gives you 4 charges when you activate PoM, so it is guaranteed.

If its indeed an issue with dps meter, try using Details! with "Effective time" option, this way numbers should be relatively close to what you will see on warcraftlogs.
