Do Haste and Unstable Magic only become best stat and best talent once you get the 2 and 4-set bonuses or are they best even before that?

I burst the boss with PC immediately and then when PC disappears I continue the burn on the wolves. It's far more useful for the raid and my dps. That being said, I do this on Heroic, I have no Mythic experience so I don't know if anything changes in terms of priorities.
