Altered Time - your #1 World of Warcraft Mage resource!

So I just got very lucky a few days ago. I got a titanforged 940 Tarnished Medallion from the mythic dungeons weekly quest. I'm just wondering if this will have any effect on my rotation. I realize it's a 2 minute CD, so perhaps use it simultaneously with Icy Veins?
