I would think it would depend, but if it was me i would stick with Medallion just because of the RNG factor on the Dreadstone, Mastery is just terrible for frost and if you're shatter capped you would only really benefit from the haste proc.

Thanks very much for looking at the logs I do tend to get unlucky with BF/FOF procs and it's aggravating :D but I keep going cause I love this class and spec.
