15697 is the number where SimC showed mastery gaining value over frost.
15832 is a NT breakpoint that people can go for since it's only ~130 rating higher than 15697.

You can find it on the spreadsheet, but with 5% raid haste and frost armour the BPs are 9007 and 18351.

I would always go mastery as a priority, due to crit being so easy to have "enough" of. Also remember that arcane is just theoretically higher. If you can't play it in a progress raiding environment, you'll end up doing worse. I on 10m progress you can't get away with even half the scumbag things that 25m arcane mages can get away with on farm.

You have to ask yourself:

Can I play arcane as well as frost? - if you can't you probably wont beat your frost dps
Are we wiping to enrage? - If you're not then there's not a whole lot of reason to switch anyway
