Use Blizzard when you have 5 stacks of the buff or when the buff is about to expire.

The last tick always happens exactly 10 seconds after you start channeling. If you queue RoF after RoP properly, every tick gets the +50% bonus damage. If there's a slight delay between RoP and RoF, then yes, you might lose the damage bonus on last 1-2 ticks.

Deadly Grace for single target, Prolonged Power for cleave and AoE. The difference between the two potions is however much smaller than it is for say fire, so if you are OK with around 1% less dps on ST fights, just use PP for everything.

Did some testing against a target dummy, apart from this bug , the damage is precisely where it should be. 30 hits, average damage 420463. SimC average 424233. Minimum and maximum won't match exactly, because the sample size is so small. To get the maximum, you need 5 Frostbolt crits and 5 Black Ice...

Another thing to mention:

By removing the flurry shatter from the APL (&prev_gcd.frostbolt) the DPS loss is about 1%. Which doesn't explain how the averages and criticals max are so far off.

This doesn't remove Flurry shatter, it will still happen quite often. Try adding to the profile.

I'm fairly sure the logic behind it was giving each spec their own way to survive mechanics (or cheese them, if you will). Arcane gets baseline Greater Invisibility, Fire gets baseline Cauterize, Frost gets baseline double Ice Block (via Cold Snap).
