There really isn't a build per se, all you need is Ray of Frost and Rune of Power, rest is your preference. From 4th tier, you can pretty much use anything. This was possible prior to 7.1. If you had 90% or more haste, you could fit two Ice Lances into the Flurry debuff.

However, 7.1 made the timing much tighter and this is pretty much impossible now. In fact, it is so tight that Flurry into Ice Lance stops working if your haste drops below ~20%.

BC/TV build needs both haste and crit. If you stack only haste, crit's value goes up and it eventually overtakes haste. Same thing goes for crit.

Ray of Frost variants usually need much more haste than crit.
