You need a mastery + haste level that nobody can get as frost.

You haven't killed HC SC yet so I would definitely drop normal tier shoulders for the hc offpiece. Then keep the rest of your tier equipped to keep 4p.

Use the Immerseus helm, if there's ever a choice between a hc item and a normal item it's pretty much always the hc item.

That's if anyone even plays Arcane or Frost anymore, which after learning this I highly doubt people will, the level of dps this puts put makes the other specs essentially worthless at this point. It'd be like a lock not playing affliction, why even bring them to raid? It only works on a few fights...

Sorry, I assumed with the eye roll you thought differently about frost damage. I don't really feel like getting into a year old argument atm about dps differences between specs, you can look up old posts on MMO champ forums if you feel like it.
