This is sadly a "known" (existed before pre-patch) bug with chaining missiles. You also don't get the bonus channeling speed from the clearcasting. It is a bug related to the stat squish. I am not sure exactly which items and why, but some items got squished more than others. The same happened to other people's legendaries.
