Meteor Fall speed IS affected by haste (I mean the time between the cast and the moment the meteor appear), I tested it with 7% haste and 50% haste and I saw a big enough difference to know it is indeed affected by haste. May help you but you might also just find you have the opposite issue if the lag is bad enough (instead of clipping you have dead time between casts). Regardless it is the best you can do here so give it a shot and see.

Setting the number of targets is sufficient (whether you do it with raid events or through the options). Update SimC. Collision was messing around with range mechanics/spiked tongue midweek last week to add the distance scaling (so it stopped looking strong on melee) and some stuff got wonky for a bit in the process. It is now all worked out and working properly so any nightly build should be good to go.
