Not an Arcane expert but I see no reason to not Burn when Evocation's cooldown = Unglyphed Arcane Power cooldown and 4 Charge Blast can hit like a truck despite low mana penalties. Burn phase is usually stopped at 50% mana, by the way both with glyphed and unglyphed AP.
