So im doing the 14232 haste and I am just wondering if my stat weight is set correct on AMR...
Also, what is the second Haste(14232+) setting for?

Stat weights are fine. Haste (14232+) is the value of haste -after- it reaches that for you. And it's correct for it to below mastery.
Just to clarify though, the 50% haste number is 14242, not 14232. Not that those 10 points matter a whole lot but, yeah, it's good to know i guess :p

Looking at that weightage though, AMR will never prioritize haste gems over int, since in your weight, 2xhaste < int.
I generally set it up so that:
- 2xHaste > Int
- Haste up to 14242 > Mastery > Haste after 14242
