Alleged fire mage nerf in 7.1?

I keep hearing there's a fire mage nerf in 7.1 but I do not see that reflected on any website that has the patch notes.

Can anyone show me where the patch notes are that indicate there's a fire nerf?

Is that in 7.1 or it is one of the test builds that'll be released after?

Flamestrike-ing is buffed; Pyroblast is nerfed; the overall nerf on single target is about 1 to 2%.

AOE buff with FS isn't too significant either.
