Frozen orb stopping early

Hi,

I'm new to frost and have a question on what makes frozen orb stop early before a target? How to avoid this?

Was in Nighthold yesterday and noticed it a couple of times (25 distance from target with no adds in-between). Mainly on pull but have seen it in other places.
