Blizzard on single target?

Am I supposed to use (instant) Blizzard on single target now (especially if I use arctic gale)?

Zulandia, not even for the reduced frozen orb cooldown? I find it a lot easier to reach the second orb if I cast two instant blizzards while frozen orb is up. I don't have the legendary gloves.
