which spec is superior in t21

So firstly, I apologise as I am sure someone else has brought this up but I couldn't find it anywhere.

With the nerfs to Fire T21, and frost tv T21 which spec is superior as things stand ( obviously everything is still subject to change ) but I really would like to know that. And also which leggos will be used for most scenarios for each spec.
