Should I stack Rising Tides with Warp and Icy Veins?

I am new to this site and was wondering if I should stack Charm of the Rising Tides with Time Warp and Icy Veins?

It gets me to like 97% haste and was wondering if it would be better to hold off on the trinket till IV came off cd again or just use after my TW and IV fall off?

I do not have legendary that allows me to use TW twice if that matters.

Any help would be greatly appreciated.
