Low dps for my ilvl - gray parses

I've spent lot of time on these forums and comparing my logs to other mages, a lot of time on Raidbots comparing my gear, but I still cannot figure out what I'm doing wrong. There are some obvious things, like I only have 1 piece of Tier21 (it's ilvl 980, and the sims said it was worth breaking set over). And I never got a good on-use trinket like a Tarnished Sentinel Medallion or Terror from Below (let alone one of the new Antorus ones). But still my parses are gray. Any help would be appreciated.

I didn't do a deep dive but a couple things pop out immediately (was looking at the Vari fight since its pretty much patchwerk on normal).

You had 33 brain freeze procs but only cast 30 flurries. It's very important to munch as few of these as possible, especially with t21 bonuses being what they are. In total, you had 33 BF procs and 40 FoF. This means you should have cast 73 ILs if none were munched, but you only cast 61. Sometimes FoF procs have to be ignored to give priority to BF, but 12 seems a little high.

Only other big thing I see is that you're casting your second hero almost immediately after the first one expires. It is better to wait and synch 2nd hero with your 2nd Icy Veins/2nd pot.
