Bracer procs in relation to CDs

For min-maxing perposses I was wondering when it is ok to cast a regular IL in order to maintain the stacks for FO and/or ebonbolt. I haven't focused on it but I believe it has potential to be a DPS increase to maintain to 6 stacks if CDs are almost up.

The short answer is - NO. There is no situation where you may want to cast "empty" lance for better bracers uptime but:
1. If you are about to pop all your cooldowns, you will be at 5 IF stacks at this moment, you are getting some trinket procs etc and bracers stacks are fading off then you can cast that 1 lance to maintain it and perform incredible burst.
2. If you have to hard move (without shimmer) then you can cast lance without procs. Because it would be better than casting nothing + you refresh bracers timer.
