Frost mage low dps rankings compared to ilvl

Hi All

I am a former Heroic/Hardmode raider (Hi Ulduar) and i would think of my self as a decent player. But in my raids i do about okay dps but i am rather high geared, but my numbers compared to my ilvl is low.

I am following the guides and so but what is wrong ? I tryed wow analyser and cant really find anything

I have heard of something about shatters bugging and not hitting but is this a thing or ? My simc says i should be doing 2.04 mio dps and i am barly pulling 1.6.

Any tips or fixes are more than welcome

If you want to know why top10 frost mages have such dps then go to Replay and watch it in slow motion.
If you want to learn how to play well (which means do both rotation and encounter mechanics right) go watch Rikh streams and youtube videos.
