[Fire] DPS low for ilvl, Need Aid

hello,

I'm a frost mage who wants to switch to fire because fuck rng based procs. I've been working on the spec but i cant seem to get above 1.7m dps even though im 969 equipped. I have some logs that im linking as well as my armory. I just want help to figure out what im doing wrong.
