Why am I so bad?

When I look at top tier frost mage kills, I tend to see a relatively even number of Ice Lance / Frostbolts. That's not at all the case with me - I generally have almost 2x Frostbolt to Ice Lance.

Our other frost mage did over 200k more DPS even though he's only a few item levels higher.

I know that in some cases, I'm still learning the fight, and having recently acquired my Shard of the Exodar, getting the timing of cooldowns in a work in progress.

Is there any sort of suggestion guide for opportune times for cooldown usage? It really stinks to blow Icy Veins and then see the boss shift into a different phase where DPS isn't possible.

Rotation: I usually pre-pot / precast Ebonbolt, Flurry, Icelance. Then I toss out frozen orb, pop Icy Veins, and start frostbolting until Flurry or Icelance procs. From there it's pretty much using Icy Veins, Frozen Orb, Ebonbolt on cooldown, and dealing with procs when they show up. I always try to follow Flurry with an Icelance when Flurry procs.

You might be munching BF procs and your logs seem to confirm this. You don't seem to be spending them properly. The way to do it is to begin casting a frostbolt and then queue up a BF flurry during the cast and then Ice Lance after the frostbolt flurry combo. Generally, you should be spending the BF proc that way and it should be your number one priority, followed by dumping your FoF procs.

There isn't really much I can say about managing your cooldowns other than to watch timers and make sure you are fitting enough cooldowns within the total fight time. Knowledge of boss encounters will give an upper hand in cooldown management. I'll give you an example.

Heroic Garothi has 2 transitions where FO will fly right through him, at 60% and 20% he goes into apocalypse drive and when he transitions he become untargetable for about 3 seconds. Knowing this, the cooldown to watch is his hp and my FO cooldown. If he is at 65% and my FO is just coming off, I'll probably pop it since I'll be able use most of it before the next phase as compared to during apocalypse drive since the cannons will pretty much melt and I would have to a wait a full minute to do use Which pretty much wastes it. This is just an hypothetical scenario but I hope you get the idea.

Frost has a pretty good luxury in that if you are doing the rotation properly and using things on cooldown they tend to eventually line up or at least, be within in a few seconds of each other. Even with all the cooldown reduction jazz from FB Crits and RNG, you don't really have to worry about say FO and IV being misalighned as long as you have been casting FO consistantly on cooldown or at least within 20 seconds.
