looking for help improving with fire general rotation

This is just on a training dummy, but I feel like my slow sink into the 14k range is pretty bad at 399 ilvl with a bunch of firemind and wildfire traits, what am I screwing up so badly?

I sim at 20k on raidbots and while i get that's theoretical it still seems like I shouldn't be 6k off from it.
