Arcane Harmony Rotation

While running Harmony for single target, is it best to dump charges on barrage once you get 15 stacks and 4 charges in all situations for single target, or are there things to consider for when to barrage for max DPS? I feel like I don’t barrage enough to get max use out of this legendary while on single target...usually only when I’m dumping charges to conserve mana or to cast TotM.
