WA for when spells come off CD

Greetings Dudes,
Was wondering if anybody could help me with something.
So basically what I'm trying to do is have when something like Frozen orb comes off CD I can get one of the WA sounds to play and have the icon flash on my screen for frozen orb. I've spent quite a few hours on this. I came up with making a noise when a spell goes on CD and flashing when it goes on CD -.-
I have some tool addon that lets you select an area of the screen to display when spells come off CD but it uses a blacklist system (Everything is selected unless you blacklist them) which is hella annoying.
