Does 4pc not reduce evocation cd sometimes..?

Hello! I was messing around on the target dummy today and upon paying close attention to the evocation CD, I noticed something kinda odd. I decided to make a quick vid.

I have my mouse over the evocation cd timer for the video but you see sometimes when arcane missiles is queued after a blast it does not reduce the cd? If I wait half a second before casting missiles it will reduce it correctly but casting it after mark of aluneth or blast seems to produce the 'bug'.

Note : This could just be a UI bug and it always reduces it, I was just wondering if other mages were experiencing the same thing, whether its the UI or the actual cd.

I have heard this elsewhere, and I swear I saw a post where Blizzard acknowledged it. They said across the board they are trying to hash out a bug that affects cooldown-reducing abilities.

I cannot for the life of me find that post.

This is a bug that has been here since PTR, if your Arcane Blast procs an AM and you AM right after that Arcane Blast it won't reduce the Evo cooldown.

Pretty huge bug for us in terms of DPS loss.

I have not heard anything about a blue post that acknowledges this though.
