So, the tooltip says 15% haste.
I actually gain around 19% haste. So is it bugged or am i miss understanding blizzards wording again?

It depends on your current haste level, same goes to Lust , tooltip shows 30% but u end up getting more.
Haste does multiply, at my current gear Lust+4set+mark of claw I can reach 103% haste which makes Aegwynn's Imperative so much better compare to other traits.

It's multiplicative.

1.24 * 1.15 = 1.43 ish
