What is the best stats for arcane mage with Soul of the Archmage+Kilt

It really depends on your other gear. I've been running soul+kilt almost exclusively for general purpose and single target fights, and every time I sim myself it is a bit different. It's usually been versatility, but sometimes it is crit or haste. Versatility is probably your safest bet, and mastery is almost certainly your worst bet.
